CHISINAU ARENA PROJECT IS AIMED AT CAPTURING LAND – PREMIER SANDU

The project of the building of the Chisinau Arena multipurpose sportive/concert/recreational complex, being built on the northern outskirts of the capital city on the basis of a State/private partnership, was aimed from the very beginning at implementing a scheme of capturing the land plot in question by certain people, maintains Prime Minister Maia Sandu.

At the Wednesday’s Government sitting she said that an analysis of the project has revealed a number of problems causing suspicions of a fraud.

“It is unclear how the project cost assessing was conducted, as no justification document was found yet. It seems that the figure of 43 million euros was taken from nowhere. During the project implementation, changes occurred due to which the cost grew to 44.5 million euros. It is not excluded that the real cost is much smaller than the state expenditures”, Sandu said.

According to her, it is also unclear what the 69 hectares of land were allocated for, when the very construction occupies just 10 ha.

“Only due to the fact that the cost does not include the change of land destination, the state lost 90 million lei (4.5 million euros). This sum was not included as Moldova’s share, while the work of a notary was paid with 400 thousand lei, which went into the pocket of Vlad Plahotniuc’s personal notary Olga Bondarciuc”, the Premier said.

She pointed at other suspicious moments, among which the signing of the contract on August 14, 2018 – the day when the Law that allows signing of this contract was published in the Monitorul Oficial governmental bulletin.

“The synchronization of these two deals, which took place with a difference of several minutes, is suspicious. Moreover, the amendments that allowed signing the contract, was proposed by Democrat MP Vladimir Andronachi, who was mentioned within the framework of other suspicious transactions with participation of state money. The same law establishes that the object may be transmitted to a private partner as payment of debt”, Sandu said.

She ordered the Ministry of Education, Culture and Sciences together with the Ministry of Finance and the Ministry of Economy and Infrastructure to conduct a financial analysis of the project.
