27 may, 2016

The Party of Socialists faction registered in the Parliament Permanent Bureau the amendments to the law on entrepreneurial patent for excluding from the document the ending date – January 1, 2017.

According to the PSRM, the document, signed by all 24 Socialist deputies, was developed on the basis of addresses from entrepreneurs, who are working on the basis of patent.

According to Socialists, in case the right to work on patent expires in 2017, the number of people out of work will considerably grow. This threatens with growth of unemployment in the country and, respectively, growth of budget expenditures on paying unemployment benefits to them. Besides, the able bodied population outflow abroad may go up, as the people will seek chance to feed their families.

As Infotag has already reported, there are about 18.3 thousand entrepreneurs in Moldova who are working on the basis of patent; 12 thousand of them are engaged in trade. In 2015, the budget received about 39 million lei from issuing or prolonging of patents.

The Law #121 dated May 29, 2008 implies prohibiting to the patent holders to engage in retail selling from stands, counters, tents and cars in markets and in places, allowed by local authorities.

The Small Business Association of Moldova proposes to establish a 10-year moratorium on all changes of legislation that concern small business, in order not to leave thousands of people out of job. The Economy Ministry plans to conduct a roundtable with participation of civil society and all the interested sides to assess the efficiency of further using of patent as a form of entrepreneurial activity.
