GOVERNMENT TO TERMINATE ROAD REPAIRING AGREEMENTS DUE TO CONTRACTORS’ FAILURE TO MEET DEADLINES

The Government will terminate a number of contracts on national road repairing due to the fact that contractors failed to meet due terms and fulfill the undertaken liabilities, said Prime Minister Pavel Filip at the Tuesday’s meeting of the Supervisory Committee of the Project for supporting the program in the field of motor roads and railway road.

According to the Government’s press service, the stakeholders discussed successes in implementing a number of projects on modernizing the automobile-road and railroad infrastructure.

“The Committee analyzed the rehabilitation process of the national road M3 Chisinau-Giurgiulesti. The decision was taken to cancel the contract on road repair at the section 151-171 km and 179-190 km due to the fact that in reality the progress of contract fulfillment accounts for 2.64%, while the guarantee of proper fulfillment expired on April 24, 2017. Besides, the termination of contracts on repairing the national road M3 on road sections 96-122 km and 122-151 km was preliminarily agreed in case the company fails to achieve enough progress by May 15, 2017 for work completion by end-2017”, the message says.

“These are first agreements on road repairing that will be terminated by the Government because of their improper execution. It is sad that such a situation occurred; the time was spent in vain while the road has not been repaired so far. In future, we should be more prudent in this concern in order not to lose money, received from development partners”, Pavel Filip said.

Also, the progress of repairing the national road R33 Hincesti-Lapusna-M3 was discussed at the meeting. MoT representatives said that difficulties occurred due to the unauthorized creation of a lake near the road, which caused the extension of project fulfillment and expenditure raising. In this concern, the Committee decided to direct an inquiry to the Prosecutor General’s Office (PGO) for considering this situation.

Meeting participants also discussed the project of reforming the National Railroad Company of Moldova (CFM). According to the provided data, a roadmap and an Action plan on collective enterprise administration have already been developed. In the nearest time they will be presented for getting a positive conclusion, while then – for approving at the Government meeting. This measure is aimed at ensuring the institution restructuring and modernizing.
