PPA EXTENDS CONTEST ON SELECTING PRIVATE PARTNERS FOR DEVELOPING MOLDOVA NATIONAL LOTTERY

The Public Property Agency (PPA) has extended till February 22, 2018 the term of submitting applications for participation in the contest on selecting private partners for implementing the public-private partners for developing the JSC Moldova National Lottery.

Within the contest it is supposed the signing of two contracts: on creating public-private partnership for the sector of lotteries and betting on sport competitions/events, including by means of electronic communication networks and for developing the company in the field of slot machines with monetary prizes, including by means of electronic communication networks.

Private partners are selected within one-stage public contest. The public-private partnership is concluded for a period of at least 15 years. The documentation on the contest costs 5 thousand euros. 10 thousand euros more should be paid for participation in it. Besides, the financial guarantee worth 100 thousand euros should be presented.

Initially, the term of document supplying was established until December 19.

Before, the Parliament introduced state monopoly on gambling games, delegating the exclusive right on this to the “Moldova National Lottery”. The rest of casinos and slot-machine halls were closed on the basis of Parliament’s decision. However, already in August the Government decided to introduce a public-private partnership in this field. The opposition criticized authorities’ actions, saying that in fact they did not intend to introduce state monopoly, but just wanted to conduct re-division of this market and exclude some economic agents from it.

The Government hopes that due to private investors, the Moldova National Lottery activities will be diversified and around 680 new jobs will be created, while partners’ investments in modern equipment and IT systems will allow ensuring efficient state control in the field of gambling games.

The decree implies that revenues from the lottery will be distributed in the following proportion: 75% - state company, 25% - private investor, in bets on sport competitions – 90% and 10%, respectively, while in the field of slot machines – 51% and 29%.
