SPEAKER ANDRIAN CANDU BELIEVES THAT CRITICISM OF TAX REFORM IS CAUSED BY HASTY CONCLUSIONS

The criticism of the recently adopted amendments to the Tax Code and to the Law on fiscal stimulation has been caused by too hasty conclusions, maintains Parliament Chairman Andrian Candu.

He said at the news conference on Wednesday that one should pay attention to how quickly the reaction to the reform followed from the foreign partners, in particular from the IMF, World Bank, the European Union Delegation to the Republic of Moldova, the American Embassy in Chisinau.

“Conclusions were made without a deep analysis of the bills. That has led to misunderstandings. A volunteer statement of incomes is an efficient instrument of struggle against shadowy economy, whose share in Moldova constitutes about 40% GDP. The approved changes also stipulate mechanisms for preventing money laundering and corruption”, believes Speaker Candu.

He reminded that one of the critics of the reform, former Minister of Finance Veaceslav Negruta, was in 2012 the initiator of the capital liberalization, which permitted to state income sums under 1 million lei without disclosing sources.

“At that moment, this opportunity was used by nearly 25 thousand people. As a result, about 25 billion lei in fact swam in detour of the State Budget. This can really be called money laundering. The current reform possesses all instruments for preventing such things: the money acquired criminally shall not be legalized, and amnesty will not apply to the people responsible for stealing the billion euros from Moldovan banks”, said Andrian Candu.

In his words, many countries have implemented such reforms e.g. the United States, Germany, Italy etc., and this ensured huge revenues to their Budgets.

“Why Moldova should not do the same? The amendments and the Law have not been promulgated by the President, so there will be consultations yet. But the reform is aimed at bettering of our citizens’ life, of the business environment and of economic development.
