MOLDOVA PREPARING TO LEAVE CIS ELECTRICAL ENERGY COUNCIL

The Republic of Moldova is preparing to divorce the Electrical Energy Council of the Commonwealth of Independent States. The draft of a governmental Resolution on the country’s secession from the “Agreement on Coordination of Relations between the CIS States in the Field of Electric Power Industry” has been put up for public discussing.

The draft Resolution reads that Moldova refuses to further participate in the Agreement signed on February 14, 1992. The Resolution drafter, the Ministry of Economy and Infrastructure, maintains that the divorce decision is caused by the country’s desire to bring its legislation in harmony with European norms and standards. The draft Resolution also says that the departure is necessary for realization of the project of inter-linking the Moldovan and Romanian electric power networks.

“In the context of the inter-linking project, the objectives and terms of the Agreement on Coordination of Relations between the CIS States in the Field of Electric Power Industry fail to correspond to Moldova’s priorities in the energy security field”, wrote the Resolution drafters.

According to the draft, in case the republic secedes from the said CIS Agreement, the Moldovan Ministry of Foreign Affairs and European Integration shall notify the CIS Electrical Energy Council, and 12 months after that the country’s secession decision will automatically come into effect.

As a matter of fact, Moldova has not been participating in Council sessions since 2016. Earlier this year, Council Chairman Igor Kuzko visited Chisinau to discuss with the Moldovan Government the sides’ further energy cooperation. There were no reports about the results of that visit.
