ECONOMY MINISTER TO SEND MATERIALS ABOUT “CHISINAU ARENA FRAUDULENT SCHEME” TO PGO

07 august, 2019

Moldova’s Minister of Economy and Infrastructure Vadim Brinzan is intending to shortly send to the Prosecutor General's Office his Report disclosing the mechanism of functioning of “a fraudulent scheme called the Chisinau Arena Project”.

Speaking on the local television on Tuesday night, Brinzan said that the project is fraught with the risk for the Moldovan State to lose 59 hectares of land in the capital city because Moldova will not be able to meet its commitments to the Turkish company that has received the said territory for the construction.

“Initially, the idea was good and worthy because it was in everybody’s plans to build an up-to-date entertainment complex for citizens. Later, however, the [Premier Filip] Government decided to withdraw from agricultural use not the 10 ha but 69 hectares, and then held an international tender and thus found the said Turkish company for the building works”, said the Minister.

In his words, to meet the commitments to the Turkish company, the Government is supposed to be repaying considerable sums to it for many years on end, for which the Chisinau Arena must be earning 9 million euros per year.

“If a ticket will cost 100 lei, this means that the Arena must have minimum 5 thousand visitors per day. Do you know another place in the world, where 10 hectares of space would be attracting such a number of people daily? There is no such a great flow even at the Madison Square Garden in central New York. This means that we will be not able to make such repayments, so the Turkish company will take the pledged 59 hectares from us and will give the land to third parties without asking us”, explained the Minister of Economy.

In his words, the entire Chisinau Arena project was conceived, elaborated and “staged” by the former leadership of the Ministry of Economy and Infrastructure and by the almighty ruling Democratic Party.

Infotag's dossier: The project of construction of the multipurpose cultural/sportive/entertainment complex Chisinau Arena was launched in 2018 on the initiative of the ruling Democratic Party and then-Speaker of Parliament Andrian Candu. According to the project concept, 10 hectares of formerly agricultural lands are intended for the building of the Arena proper, and the rest 59 hectares – for accompanying infrastructure, hotels, and Aqua Park etc. The construction works are being run by the Summa Company of Turkey, to which the Moldovan Government must repay the Summa investment over 12 years. The project cost is estimated at nearly 43 million euros.
