​PUBLIC PROCUREMENT PROCESS MAY SOON BE MONITORED ONLINE

The Finance Ministry is planning to move to an electronic system of public procurement. The agency signed on Wednesday a memorandum with the Public Procurement Agency, the E-Government Center, nongovernmental organizations and IT-companies for creating an online platform on monitoring the using of state funds.

According to Finance Minister Octavian Armasu, the system of electronic procurement will ensure a higher level of their transparency and efficiency.

“This is a new approach, which meets interests of all the sides: the state, economic agents and the civil society, as final consumer”, he said.

The electronic procurement system will be using a centralized database, administrated by the Public Procurement Agency. The interaction between participants will be conducted by means of private companies.

The first and more simplified stage of the project is going to start in January 2017. The system will include the procured goods and services worth up to 80 thousand lei and up to 100 thousand lei, respectively. The second stage is planned for April and will include all the data concerning public procurement. Procedure participants will be signing contracts, using their electronic signatures.

The implementation of such a system is provided in the strategy of developing public procurement for 2016-2020. Technical assistance of the project is being provided by the European Bank for Reconstruction and Development on the basis of an agreement with the Moldovan Finance Ministry.
