GOVERNMENT INTENDS TO DEVELOP MOLDOVA NATIONAL LOTTERY

The Government intends to contribute to development of the JSC Moldova National Lottery, which has state monopoly on organizing games of chance, by means of private-public partnership. This is provided in the decision, approved on Thursday, on goals and conditions of public private partnership, as well as the choosing of private investor.

Deputy Premier, Minister of Economy and Infrastructure Octavian Calmic said at the Government sitting that the document is aimed at raising the efficiency and development of activities in the field of gambling games by means of attracting investments, best practices and know-how. Besides, it is directed to lowering of social risks, connected with the gambling industry, as well as raising of revenues to budget.

It is planned that the Public Property Agency (PPA) will organize a contest on selecting investors to sign a public-private partnership contract for a period of at least 15 years. It is about attracting two private partners: for developing activity in the field of organizing lotteries and betting on sport competitions and in the sector of gambling machines with monetary prizes.

It is expected that due to investors, the activity of the Moldova National Lottery will be diversified, around 680 new jobs, while partners’ investments in modern equipment and IT-systems will allow ensuring an efficient state control in the field of gambling games.

The decree implies that revenues from lotteries will be distributed in the proportion: 75% - to the company and 25% – to private investor. As for betting on sports the correlation will be 90% and 10%, respectively, while in the field of slot machines – 51% and 49%.
