​PLAHOTNIUC IS MAIN POLITICAL BENEFICIARY OF BANK FRAUD – SOCIALIST MP

The Deputy Chairman of the parliamentary ad hoc commission for bank fraud investigation, Socialist MP Vladimir Golovatiuc, is convinced that Vlad Filat and Ilan Shor are the main financial beneficiaries of the bank fraud, whereas Vlad Plahotniuc – the main political beneficiary.

Golovatiuc said from the parliamentary tribune on Thursday that it is necessary to clearly differentiate financial beneficiaries of this huge bank theft from political ones.

“Plahotniuc is a political beneficiary. In 2009 through 2014, he had always acted with an eye out for Vlad Filat [then-Prime Minister of Moldova and Chairman of the parliamentary Liberal Democratic Party] because Filat had in fact won the parliamentary elections of 2009, 2010 and 2014. Filat used to form Governments independently, and was a hindrance to Plahotniuc in everything. Therefore, Filat had to be removed”, explained Vladimir Golovatiuc.

In his words, to achieve that goal, Plahotniuc “framed Filat in the thievish banking scheme – and achieved the goal he has set before himself!” [In 2016, de-immunized ex-parliamentarian Vlad Filat was jailed for 9 years on charges of deriving benefits from position and influence and of passive corruption.]

“As for Plahotniuc, he became the only and almighty ruler of Moldova. Since then, for achieving his political objectives, he was taking money directly from the State Budget. Good Roads for Moldova program, purchasing of ambulances and other initiatives were presented to the public as gifts from the Democratic Party, but in the reality all that was State Budget money”, stated Dr. Vladimir Golovatiuc.

The prominent Moldovan economist called the bank fraud “a well-thought scheme that was conceived and long prepared on the institutional, legislative and financial levels”.

“Yet in 2012-2013, the National Bank of Moldova purchased nearly US$600 million, having thus inundated the national economy with a great mass of lei. Without that liquidity, it would be just impossible to push the American dollar’s exchange rate to MDL21 to US$1. And when the accounts of the three problematic banks [Banca de Economii, Banca Sociala and Unibank] were registering practically a zero balance, they started to be supplied with up to 10 million lei daily. That was inter alia a game on the currency exchange market, when scheme participants were earning millions”, said the deputy.

Vladimir Golovatiuc laid blame on all the then-heads of state institutions: “The State was captured, and the then-leadership were enjoying an absolute liberty and impunity, including thanks to the Western partners’ support”.
