IURIE LEANCA SAYS PARLIAMENTARY ELECTIONS MAY BE HELD THIS FALL
Early parliamentary elections in Moldova may well take place in the fall of 2010, if the republic succeeds in amending Article 78 in the Constitution [pertaining to electing president] in accordance with the recommendations of the Venice Commission of the Council of Europe, Moldovan Deputy Premier, Minister of Foreign Affairs and European Integration Iurie Leanca stated in his interview with Echo of Moscow radio.
Leanca said there exist various viewpoints on the issue, and some people believe the Article should be amended through a nation-wide referendum. But the Venice Commission, upon scrutiny of the Constitution, arrived at a conclusion that the Article may and should be amended by parliament.
Deputy Premier Leanca presumes this is quite realistic to make, but only on one condition – that all the 5 parliamentary factions, i.e. four forming the governing Alliance for European Integration and the opposition Communist faction, should reach a compromise. So far, however, there exists no ground to expect this, he admitted.
In his words, Moldova citizens have lived all these 19 years since independence declaration in an expectation of changes for the better. In his belief, now certain prerequisites for a modernization have appeared in the republic. But to develop the prerequisites into an economic growth and social improvement, the Filat Government must be given at least 4 years to work.
