MOLDOVA TO HOLD REFERENDUM ON NEW CONSTITUTION…

10.03.2010

A nation-wide referendum on adopting a new Constitution shall be held in Moldova, the leaders of the 4 constituent parties of the governing Alliance for European Integration decided on Tuesday night.

After a two-hour-long discussion, Moldova’s Acting President, Parliament Chairman and Liberal Party leader Mihai Ghimpu announced to the press the four AEI leaders had reached an agreement on amending the Constitution by means of holding a referendum.

“We have reached a consensus that there shall be no early parliamentary elections. First, a law will be adopted on the order of amending the Constitution, with each article of it to be considered in parliament. After that, a referendum will be organized on adopting a new Constitution. This will spare the country of the need to have an early parliamentary election”. Ghimpu said.

In his words, the Commission for Constitutional Reform will prepare the draft of a new Constitution, “which will exclude all controversies in the legislation, and will let overcome the current political crisis. This does not mean the preparation of a new document. Amendments will be introduced only into certain Constitution articles, which will let eliminate existing contradictions and overcome the political crisis”.

The Prime Minister of Moldova and Chairman of the Liberal Democratic Party, Vlad Filat, stated constitutional amendments should eliminate the inconsistencies that have led to the current crisis.

“The referendum will result in adopting a new Constitution. This means there will be no early parliamentary election, and the incumbent Parliament shall work 4 years”, Filat said.

The AEI leaders made it clear that at adopting the new Constitution, no painful questions – such as the name of the official language or renouncement of the republic’s neutrality – shall be raised.

Democratic Party Chairman, the former AEI presidential candidate Marian Lupu said the referendum should include questions attractive for voters, so as to make them support the Constitution amending.
