PREMIER FILAT DOUBTS MARIAN LUPU’S PROFESSIONALISM

Moldova’s Prime Minister Vladimir Filat voiced doubt about the professionalism of the Democratic Party leader, former Speaker of the Parliament and ex-Minister of Economy MP Marian Lupu. Such was the Premier’s reaction to the accusations, thrown recently by Lupu against the Filat Government for its being late with working out State Budget for 2011.
At the Government’s ordinary working meeting on Thursday, Filat demanded from Minister of Finance Veaceslav Negruta to place on the MoF website the official schedule of preparing and presenting the draft of 2011 Budget.
“While visiting various localities, I heard citizens’ alarm about our tax policy and about our going to be late with Budget preparation. Therefore, I request you to write on your ministerial website in large square letters the concrete timing of Budget presentation, and to place the document’s components. Such comments sound strange to me because they come from persons who are supposed to know very well how budget legislation must function and actually functions”, remarked Vladimir Filat.
Minister Neguta said that according to the law, the Ministry of Finance is supposed to present to parliament a ready draft of the next year’s State Budget by no later October 1. As for other related documents, there exist no concrete presentation deadlines for them, but only recommendations pertaining to individual Budget sections.
As Infotag has already reported, last week parliamentarian Marian Lupu demanded from the Government to speed up the 2011 Budget drafting. He stated, in particular, that yet by last April 10 the Cabinet was supposed to present to parliament an estimate of expenditures for a medium-term period, and by last May 1 the Government was supposed to officially approve the country's tax policy for the year 2011. “I would like to express my concern that these commitments have not been met yet. This is happening far from the first time. This is becoming an alarming trend”, said Lupu.
