​GOVERNMENT ASSUMES RESPONSIBILITY BEFORE PARLIAMENT FOR ADOPTION OF SEVERAL LAWS

On Tuesday, the Moldovan Government has assumed the responsibility before the Parliament for the adoption of several laws, which according to the Prime Minister Iurie Leanca “are blocked by the Parliament”.

On Monday, during an extraordinary governmental meeting, he noted that the matter is about several bills which have not been adopted by the Parliament, but “which are very important for the functioning of country’s economy”.

“We are in an extremely difficult situation. A number of important bills were not accepted by the Parliament in specified terms, some were not even discussed. This raises questions. That is why we have today’s extraordinary meeting. A special thing that puzzled us, was that the draft laws were not even examined by the Commission of Budget, Economy and Finance”, said Leanca.

The Prime Minister said that the Government is ready to assume responsibility before the Parliament for adoption of the draft laws on immunity limitation and punishment of judges, transparency in the banking and insurance sectors, as well as to increase the pensions and salaries for state employees.

“Thanks to the analysis of the situation of past months, we have seen that there is an economic growth. But it is not accompanied by an increase in wages. It is necessary to revise the budget in wages increase. This increase should not only be transparent but suitable as well. I hope that next year we will be able to maintain this trend and will continue to increase wages. In other words, the adoption of these laws will enable us to fulfill our obligations”, explained Leanca.

Among the bills for which the Government wants to take responsibility before the Parliament are included the draft law on initiating criminal prosecution against the judges, in cases of money laundering or illicit enrichments, without requiring explicit consent of the Superior Council of Magistracy.

Another draft law concerns the elimination of Bender Court of Appeals, which was adopted by the Parliament in the first reading.

Another project concerns judges’ disciplinary responsibility. This is the only draft law that is not adopted from the package of laws, which concern judges’ activity and were adopted by the Government in late 2013.

“Our goal is to make more responsible all those, who are working in the judicial system”, added the Prime Minister.

The Government took responsibility for the draft law on strengthening the National Anti-Corruption Center (NACC) and Money Laundering department. The project provides for special measures that will forbid suspending decisions of Money Laundering Department by the courts.

Among the bills that were called by the Government, there is a project for enhancing the capacity of the NBM and the NCFM. Among other things, the documents contain provisions relating to transparency of bank’s shareholders.

Furthermore, the Government approved the draft law on amendments to the state budget by 2014. The amendments relate, in particular, to the increase of pensions and salaries for state employees, as well as more spending and benefits for certain vulnerable categories of the population. According to the present amendments to the state budget the revenue part will increase from 12.035 billion lei to 12.192 billion lei, while expenditures from 12.155 billion lei to 12.271 billion lei.

Blocking of exports to Russia forced the Government to allocate 19.l5 million lei to compensate farmers’ losses. After the amendment, the parameters of the state budget will make: the income – 27.2 billion lei, the expenditures – 29.78 billion lei and the deficit – 2.563 billion lei, which amounts to 2.65% of the GDP.

At the end of the meeting, the Prime Minister expressed satisfaction by the fact that “in the most difficult times the Government, the Parliament and the ruling coalition were able to demonstrate unity and solidarity”.

Infotag’s dossier: In accordance with the Constitution of the Republic of Moldova, the Government is entitled to declare within 24 ours that it assumes responsibility before the Parliament for adoption of the package of laws. In the next 72 hours the Parliament has the right to express to the Government a vote of no confidence by a majority of votes and send him into retirement. In this case, all laws approved by the Government will be considered null and void. If the Parliament does not object, then the laws will acquire legal force.
