​KROLL INVESTIGATION RESULTS FAILED TO MEET EXPECTATIONS - NACC HEAD

The Kroll agency report on money stealing from Banca de Economii (BEM, Moldova’s savings bank), Banca Sociala and Unibank looks more like a fiction, which caused hysteria in society, while the indicated data contain nothing new but things the National Anti-Corruption Center (NACC) already knows, Head of the NACC Viorel Chetraru said during the Parliament meeting on Thursday.

He said that results of the Kroll investigation failed to live up to expectations and the NACC knows more than the international company’s document says.

“Prosecutors have to start criminal cases on the basis of proofs, but not under the pressure of the street. The NACC directed to court around 500 criminal cases on corruption among officials, but only 26 of the defendants were sentenced to imprisonment. The problem is in lack of interaction between state agencies. The NACC powers and levers are far from perfect, the fact that hinders fulfilling duties at the appropriate level”, Chetraru says.

According to him, the money, stolen from banks, is in the country now and for returning it the consolidation of efforts of all the state structures is necessary: starting from those, who initiated developments in banking sector, to those, who were taking final decisions.

“We need prosecutors, who will be subordinate to the NACC, and courts, which will bring to the end each case. There have been cases, when the property, put as collateral for getting problematic credits in banks, was sold at a price of just 20%-30% of its real cost. Among customers there were some officials also. These transactions are based on agreements with banks’ heads”, the NACC Head says.

LDPM deputy Maria Ciobanu asked Chetraru if there is a need to dismiss NBM President Dorin Dragutanu, who signed the 300 thousand euros contract with Kroll, when the NACC had more information. The official said that it is not in his powers to give assessment to the NBM actions.
