​EXPERTS SKEPTICAL ABOUT PARLIAMENTARIANS’ ABILITY TO FORM GOVERNING ALLIANCE AND APPOINT PREMIER

Moldovan independent experts doubt the parliamentary parties’ ability to form a governing alliance and to appoint a prime minister who would be independent in taking decisions.

Elena Gorelova, D. Econ., Deputy Director of the Moldovan Center for Strategic Researches and Reforms, said to Infotag that no matter what configuration of a governing coalition might appear, the Liberal Democratic Party, Democratic Party, Communist Party and Liberal Party have discredited themselves in their previous deeds “fully and forever”.

“I am a person having little relation to politics, but I see that all the previous governments that were appointed by these parties were very far from the country’s economic problems and vital needs. Not a single one of many crying questions has been resolved – be this tax administering of businesses, or judiciary reform, or struggle against corruption including in top power echelons, or any other”, said Dr. Gorelova.

In her words, the crushing argument in support of the current rulers’ incapacity to adequately govern anything in the country was the barefaced siphoning off of the notorious billion dollars from three Moldovan banks.

“With the exception of the Party of Socialists, you cannot expect from these parliamentary parties the formation of a government other than one based entirely on political principles and preferences. Even if an independent professional happens to be placed at the head of a cabinet (which is hardly possible), such premier will not be let form a team of his own or take decisions he believes correct. There has always been only one explanation to all this: the incumbent ruling elite acts and lives proceeding entirely from their personal selfish interests”, maintains Elena Gorelova.

Moldova’s former Permanent Representative at the Council of Europe and the United Nations, career diplomat Alexei Tulbure, currently a political scientist and leader of the Civil Congress of Moldova, is convinced that whatever coalition is formed in the incumbent Parliament, the coalition will necessarily include the Democratic Party.

“And the DP means its informal leader and actual master Vlad Plahotniuc. As is well known, wherever this gentleman appears, there new genial schemes of thefts appear straightaway. These are his tricks worth billions that we have been watching last 6 years. By the way, the nationalization of Banca de Economii [savings bank], proposed a few days ago, is but a new attempt to steal another 20 billion lei from the country’s State Budget. So, as long as the DP is available in our ruling alliances, all efforts to correct the situation in Moldova will be in vain”, believes the former diplomat.

Alexei Tulbure said that even if a prime minister with his own vision of problem solving appears on the scene, bills drafted by his government will not be able to go through the parliament sieve.

“One fresh example in support of this thought: the National Integrity Commission recently tried to pass through parliament a package of laws aimed at strengthening the state control over officials’ incomes. The Democratic Party leadership, acting through its deputies and reliable ‘partners’ in parliament, did not permit adoption of those laws”, said Tulbure.

The expert stressed that the general situation in the republic is being aggravated by one essential circumstance: foreign donors have openly refused to continue financing of Moldova.

“This is dangerous. Foreign credits and grants have been built into the State Budget. A hole in it will mean a stoppage of repaying pensions, social allowances and salaries to public-sector employees. This will inevitably lead to popular discontent. What we saw in the Chisinau's central square last May were the protests of not at all desperate people having no food to eat. When Chisinau streets are flooded with really hungry people who have lost hopes for the future – such people will really sweep away the incumbent authorities. There are lots of examples to this, including in a modern history”, said Alexei Tulbure.

    Tulbure expert... Nice joke, i'm sure what the parties pro Europeans want to make a majoritie guvernamental, for offre stability and eficience on theyr work.
