VLAD FILAT SAYS GOVERNMENT MUST BE IN PLACE BY END OF JULY

Liberal Democratic Party Chairman Vlad Filat believes that a new government of Moldova must be formed by not later than the end of July.

Filat was guest of the life program called “Puterea a Patra” (“The Fourth Power”) on the N4 Channel of Chisinau on Thursday night and said that the Constitution-stipulated timeframe for government formation expires on September 12 [i.e. 3 months since when previous premier Chiril Gaburici tendered resignation on June 12], “but in the current situation we just have no right to spend much time for marathon consultations”.

“The three pro-European parties must form a parliamentary majority and appoint a new government, otherwise the situation in the country will further aggravate and Moldova may come to face the risk of remaining without external financing in 2015. New government must embark on regular work immediately. It must conclude a memorandum with the International Monetary Fund and an agreement with the World Bank in order to receive financial assistance from the European Union to cover budget deficit. We must give kind of a signal for investors to come to Moldova. Otherwise, we will suffer a financial catastrophe. I mean, the government will indeed be able to repay its social dues, but there will be no money for development”, said Vlad Filat.

He stressed that he certainly means that all this needs to be gone under the governance of a new majority coalition to be formed of three pro-European parties – the Liberal Democratic Party, Democratic Party and Liberal Party.

“We have already held a meeting in such format. We all have a political will for this. The chief thing is that at last all the three sides have come to realize how important it is to form such a coalition and how high is the responsibility they are bearing in the complicated situation the country is in. And everyone understands that we are pressed for time. Now we have to agree upon a number of questions, including a candidacy for the prime ministerial post, and upon election of president so that to exclude any differences throughout the governance mandate period”, said the LDPM leader.

Asked if the LDPM will agree to the Liberals’ pre-condition – to swear in public that no alliance shall be formed with the Communists, Vlad Filat replied evasively that it is necessary to hold negotiations instead of putting forward conditions.

“If we really want serious negotiations, there must be no place for cheating. We have analyzed our line of conduct over last several months, and now we will do our best not to make the kind of mistake we have committed since last November 30 parliamentary elections. This time we shall ensure transparency of negotiations”, stated Vlad Filat.

He believes that the Communists’ recent invitation to forming “a government of national accord” with the participation of all parliamentary parties is unrealizable.

“May be it was a nice gesture from their part, but in the current situation such a coalition is impossible. We should remain realists. I hope Voronin was sincere and really wanted to create something good at a moment when the country is in such a serious situation. But I can’t see how this idea can be realized. There may be no power that would be orienting simultaneously to the European Union and to the Customs Union”, stated the LDPM Chairman.

As for a possible invitation into the coalition of the new party led by former LDPM First Deputy Chairman Iurie Leanca, the party leader replied that discussions in parliament are held only about parties that exist in the reality. And Leanca’s European People’s Party of Moldova (EPPM) hasn’t even been registered yet.

Asked about a candidacy for prime minister, Filat replied only that this question is being discussed.

“I can only say that this will be a very serious prime minister, not “just a premier”, as some people used to say until recently”, said Filat hinting at Iurie Leanca.
