FOREIGN MINISTER SURVIVES THANKS TO LACK OF QUORUM IN PARLIAMENT

On Thursday, the Parliament’s plenary meeting, which was scheduled to vote no confidence in Moldova's Deputy Premier, Minister of Foreign Affairs and European Integration Andrei Galbur, failed to be held due a lack of quorum in the forum, after all parliamentary factions and groups had walked out of the session room, leaving the vote initiators, the Socialist faction, all alone.

The draft parliamentary Resolution on expressing no-confidence was filed with the Parliament Secretariat on June 2 by the Socialists, who accused the foreign minister of exceeding his powers and of taking an unfounded decision to expel 5 Russian diplomats from Chisinau.

When the forum began discussing the procedure of voting no-confidence, three of the forum’s 5 factions refused to take part in the session, claiming that the foreign ministry acted according to rules, “so there are no grounds for dismissing the minister”, stated Liberal Democrats.

The Communists stated readiness to discuss the Minister Galbur question but only if the session is held behind closed doors: for discussing the expulsion of the 5 Russian diplomats, of whom four were from the intelligence service, it is necessary to provide very serious facts, sensitive information, names and so forth. In a word, this question needs to be thoroughly prepared first in parliamentary standing committees, and only after that – to be considered at a closed-door plenary meeting.

“So, we don't wish to participate in the light-minded theatrical performance being proposed by the Socialists here today”, said Communist Party leader Vladimir Voronin.

Seeing all that, the faction of the ruling Democratic Party also refused to take part in such plenary meeting.

With only 27-of-101 members of parliament remaining in the room, Speaker Andrian Candu stated that according to the law a vote of no confidence is regarded as declined if a parliament session is upset due to the lack of a quorum.
