MIXED ELECTORAL SYSTEM'S IMPACT DEPENDS ON HOW IT IS IMPLEMENTED - EU OFFICIAL

The impact of the mixed electoral system on multi-party democracy in Moldova depends on how the reform is implemented, an EU official has said during a video conference with journalists from the six member states of the Eastern Partnership.

Moldova's ruling Democratic Party and the opposition Party of Socialists close to President Igor Dodon voted to introduce the mixed electoral system in July 2017. The move has been sharply criticized by pro-European opposition parties which say that the voting reform benefits only the two parties that voted it.

"The effects of this law on multi-party democracy will depend on how it is implemented. We are looking at this very closely and we will closely monitor developments, particular the definition of the single-mandate constituencies," the EU official said.

He added that this is an issue the EU "has been looking at in the context of providing macrofinancial assistance to Moldova".

During the same video conference, journalists from several countries, including Moldova, asked questions about possible support on the part of the EU to combat "Russian propaganda" in the region.

The senior EU official said that the European Union "does not use the terminology of propaganda" and it "does not fight propaganda".

"That is not the way we operate. If we come across of what we consider disinformation, then we try to give a more complete and positive picture of what we do and what cooperation with Eastern partners is about," the EU official said.

Infotag's note: The video conference was organized ahead of the fifth Eastern Partnership summit due to take place in Brussels on 24 November. The members states of the Eastern Partnership are Armenia, Azerbaijan, Belarus, Georgia, Moldova and Ukraine.
