PSRM PUTS FORWARD PRE-CONDITIONS FOR COALITION NEGOTIATION HOLDING…

The Party of Socialists of the Republic of Moldova has put forward its conditions for holding negotiations on forming a governing coalition and on overcoming a political crisis in the country. This decision was taken at the joint meeting of the PSRM Political Executive Committee and of the parliamentary Socialist faction held on Tuesday morning.

Reading out the Resolution of the meeting, PSRM Secretary for Ideology Ion Ceban said that the Socialists are ready to start dialog on overcoming the political crisis, on de-blocking the Parliament’s work and on forming a functional government for the sake of overcoming a snap election. At the same time, the Socialists emphasized that all this should not be achieved “at no matter what price” but only with an account of the opinion of over 400 thousand voters who cast their ballots for the PSRM last February 24.

The Party put forward three blocks of laws, which the PSRM believes must be approved to improve the general situation in the country. These three blocks have been conventionally divided into the “Priority Package of Laws”, the “Consolidation of State Institutions”, and the “Division of Responsibility in the Process of Governance”.

Among these decisions are: the annulment of the Law on the order of repayment, at the citizens’ expense, of the one billion euros equivalent stolen from the Moldovan banking system; setting up of an investing commission to detect that bank fraud; approval of a law on the indexation of pensions twice a year; the creation of a mechanism of providing the ‘maternity capital’ as an important-most support for families; a well-balanced policy in the field of inter-ethnic relations; annulment of the Law on struggle against the so-called “foreign propaganda”; adoption of a law on the functioning of languages in Moldova with equipping the Russian language with the status of a language of inter-ethnic communication; adoption of a law on harmonizing the country’s [subsequent] legislation with the [earlier] Law on the Special Legal Status of Gagauzia of 1994.

The Socialists propose also to introduce amendments to the current legislation in a way to restore the President’s plenary powers in conformity with those that existed as of October 2016 i.e. before the presidential election.

“With an account of the fact that the Party of Socialists has raised a million signatures of Moldova citizens under a demand to transit to the presidential form of country governance, we shall be considering this as the first step to fulfillment of the citizens’ will. Also, we shall be insisting that the Information and Security Service (ISS) be returned under the subordination of the Head of State, and that in the new Government the PSRM representatives must be given the spheres of defense and foreign policy so that the President could direct these spheres in accordance with his plenary powers”, stressed Ion Ceban.

He also said that in the adopted document the PSRM is insisting that the would-be coalition must assume commitments on the following principal questions:

A guarantee of the Republic of Moldova’s statehood and neutrality (through non-accession to NATO or other military blocs) and reintegration of the country;
A weighted foreign policy;
Respect for the rights of each citizen of the Republic of Moldova, irrespective of the person’s nationality or ethnicity;
Economic development and creation of jobs;
Social justice and protection of our traditional values.

The Party of Socialists has also proposed its Chairperson Zinaida Greceanii for the Speaker of Parliament because “the Party has won the largest number of mandates in the legislative forum and therefore has the right to aspire to the Speaker’s post”.

“Proceeding from the above principles, the PSRM stands ready to hold negotiations on overcoming the current political crisis. We are convinced that it is only through our common responsibility and political maturity that we will be able to overcome this political crisis and avoid an early parliamentary election. The Socialists stand ready to do all this. At the same time, if a compromise and dialog on the basis of the above-mentioned appear to be impossible, the Party of Socialists is ready to go for a snap election and to offer citizens to express their opinion concerning political formations in the country”, the document said.

…AND SAYS IT WILL ANSWER TO ACUM’S INVITATION SOON

In the near future, the Party of Socialists will provide its answer to the invitation to dialog that has come from the ACUM bloc, PSRM Chairperson MP Zinaida Greceanii stated at a press briefing on Tuesday.

“We propose to all forces to consider our initiatives and proposals that will be published shortly. Tomorrow we will give our answer to the above invitation”, said Zinaida Greceanii.

She also said that next Friday, on April 12, the Socialists will convene a meeting of the PSRM All-Republican Council that will consider the proposals of the PSRM Political Executive Committee and will take a decision on a plan of further actions.
