​MOLDOVA’S CEC AND VENICE COMMISSION REPRESENTATIVES DISCUSS AMENDMENTS TO ELECTION CODE

Amendments to the Election Code of the Republic of Moldova in the context of the Joint Conclusion made by the Venice Commission of the Council of Europe and the OSCE Office for Democratic Institutions and Human Rights (OSCE/ODIHR), and the possibility of adopting the amendments before the Moldovan presidential campaign due to start on October 1 were discussed in Strasbourg on Wednesday between CEC Chairman Dorin Cimil, CEC Secretary Maxim Lebedinschi, Venice Commission Deputy Secretary Simona Granata-Menghini and Head of the Venice Commission Division of Elections and Political Parties Pierre Garrone.

According to the CEC press release, the Venice Commission representatives pointed out the bill’s positive aspects and made recommendations how to improve the document. In their opinion, a special attention should be attached to legal frames of certain elements of candidate registration, of administrative resource using, and of the participation of religious cults in elections.

The interlocutors touched on the question of organization of the 2020 presidential election with an account of the current epidemiological peculiarities in this republic and in the foreign countries where Moldova is going to open its polling stations. After the discussion, it was decided to organize a web-seminar on election organization in pandemic conditions with an account of European Union countries’ experience.

The CEC officials expressed gratitude to the Venice Commission for its help to improve the electoral legal framework in Moldova.
