PARLIAMENTARY MAJORITY MAY NOT OBEY CONSTITUTIONAL COURT DECISION ON PARLIAMENT DISSOLUTION - IGOR DODON

The chairman of the Party of Socialists, Igor Dodon, has said that the parliamentary majority may disobey the decision of the Constitutional Court, if the Constitutional Court states that there are circumstances for the dissolution of parliament. As Infotag reports, he said this on Wednesday evening on the “First channel in Moldova” TV channel.

“If the Constitutional Court decides to dissolve the parliament, then the parliamentary majority can ignore this decision. There is a precedent in 2019 when the parliament did not obey the decision of the Constitutional Court, which approved the appointment of early elections. In 2019, the PSRM together with Maia Sandu did not recognize the decision of the Constitutional Court. Then we appealed to the Venice Commission, which ruled in favor of the parliamentary majority. The current members of the Constitutional Court now risk being the second composition of the Constitutional Court, resorting to usurpation of power in the state. It's up to them to decide,” Dodon emphasized.

At the same time, he suggested that the Constitutional Court will make a decision in favor of the dissolution of the parliament, since, in his words, “foreign ambassadors are putting pressure on the judges”.

“If we followed the jurisdiction of the Constitutional Court and the previous recommendations of the Venice Commission, then the Constitutional Court would have to say that there are no grounds for the dissolution of parliament. But knowing what some ambassadors are doing now, putting pressure on the members of the Constitutional Court, knowing how Maia Sandu and, subordinate to her ISS, work now, I do not exclude that the decision will be different,” Dodon stressed.

According to him, “the PSRM does not agree with the holding of elections during the coronavirus pandemic,” but his party is “not afraid of early parliamentary elections.” Answering questions, he made it clear that “the parliament introduced a state of emergency only in order to prevent early elections.”

“If President Maia Sandu agrees to appoint Vladimir Golovatiuc as a candidate for the post of Prime Minister, then we will approve the government and immediately lift the state of emergency. In this case, the elections will take place in 2023,” Dodon concluded.
