COURT SUSPENDS ANRE DIRECTOR FROM HOLDING GOVERNING POSTS NEXT 12 MONTHS

07 march, 2014

The Chisinau Appeals Chamber has prohibited Victor Parlicov, Director of the National Energy Regulatory Agency (ANRE), to hold any governing positions in the country for next 12 months.

The Chamber has thus left in legal forces the judgment passed by the Sectorul Buiucani Court of Chisinau to this effect. The Chamber’s decisions are final and without appeal.

The Court ruled that ANRE Director Parlicov worked improperly with classified documents, and failed to ensure their proper custody.

On Thursday, Victor Parlicov did not respond to telephone calls. At night, however, he appeared on the JurnalTV channel and stated that he had repeatedly requested technical assistance from the Information and Security Service. In his words, ISS Director Mihai Balan promised help, but failed to keep his word. Moreover, Balan arranged a check in ANRE.

Parlicov maintained that the court decision was but a political reprisal aimed solely at removing him from the essential post.

Infotag’s dossier: Victor Parlicov was appointed to the post upon the Alliance for European Integration’s coming into power in 2009. According to the notorious “algorithm” of the division of ministries and other essential state structures between the constituent parties of the governing Alliance, the ANRE Director post ‘belonged’ to the Liberal Party. However, after the May 2013 crisis in the ruling alliance, which is currently called the Coalition for Pro-European Governance (CEG), the Liberal Party found itself in the opposition trenches, so its nominee Parlicov was dismissed. The Liberals challenged the dismissal with the Constitutional Court, which reinstated Parlicov in his position on December 2013.
