​SELECTION OF ANTI-GRAFT BODY LEADERSHIP MAY IMPLY THREE STAGES

Candidates for the post of Chairman and Deputy Chairman of the National Integrity Body will have to go through three stages of contest for filling these vacant posts.

This is provided by the regulation on organizing and conducting a corresponding contest, discussed by members of the Integrity Council on Monday.

According to the document, candidates have to undergo a written test, an interview and a lie-detector test. All the three stages of the contest will take place under jury supervision.

Authors of the regulation also made public a number of requirements to candidates. They have to have higher education, not to be members of political parties and to speak state language. Also, it is proposed that each of candidates to tell whether he knows anyone in Council members or closely communicated with them (on work or informal situation) over the recent 5-7 years.

According to Council Member Sergiu Ostaf, this practice is new at conducting such contests, but is absolutely necessary.

“Only over the last half-year, the media has identified connections between winners and jury members, thus provoking population dissatisfaction. To prevent this, it is necessary that candidates to tell about connections from the very beginning”, he said.

Council Member Victoria Iftodi said that such a requirement should be applied to members of the jury themselves and that corresponding changes should be introduced in the Regulation on Integrity Council activity. She also said that such a practice will not affect the jury’s attitude to candidates.

The Integrity Council is planning to approve the regulation on organizing and conducting the contest on filing the vacant posts of Chairman and Deputy Chairman of the Integrity Body next week.

Infotag’s dossier: The Integrity Council is a part of the National Integrity Body and is responsible for organizing and conducting contest for posts of Chairman and Deputy Chairman of the agency with the consequent appointment. Also, the Council is controlling activities of Integrity Body heads and may request the country’s President to dismiss them.

The Council is made of seven members, five of which are appointed by state bodies and two are proposed by the civil society. The term of office of each Council member is 5 years without the possibility to extend the mandate.
