21 september, 2017

Director of the Prosecutor General’s Office (PGO) Department for Torture Prevention and Combating Ion Caracuian said at a private TV channel that 10 more suspects were identified in the case of cruel treatment of Andrei Braguta, who died in the hospital of Chisinau prison “Pruncul” on August 26.

Caracuian said that prosecutors studied video recordings from the period of Braguta’s detention in the pretrial prison.

“The new suspects are 10 prison officers from four shifts. They did not take any measures to stop cruel treatment against Braguta. All of them were interrogated by prosecutors and they pleaded innocent”, Caracuian said.

According to him, all the officers keep fulfilling their duties, as their dismissal is the prerogative of the General Police Inspectorate, but they are obliged to come to police on law enforcement demand.

Infotag’s dossier: Braguta died in prison 10 days after detention. He was arrested by National Patrol Inspectorate officers for speeding. Braguta, being mentally sick, engaged in fight with law enforcement officers, while then was sentenced to administrative arrest. His father, in the first days after the detention, demanded the authorities to place his son in a special medical institution, but was ignored. Braguta spent several days in the cell of prison #13, where most probably he was beaten by cellmates and jailers. So far, three middle-ranking police officers of prison #13 and four Braguta’s cellmates were detained within the investigation. Three more prison officers were dismissed from functions. Relatives of the deceased stated they will seek international expertise.
