DRAFT PROGRAM OF PROFESSIONAL ARMY OFFERED FOR PUBLIC DEBATE

The draft of the Program "Moldova's Professional Army 2018-2021" has been put up for a nation-wide public discussion (www.army.md). Any opinions and remarks are welcome from the representatives of the Moldovan leadership, civil servants, citizens - anybody, the Ministry of Defense says.

The Program determines the main spheres of the development of the Moldovan armed forces proceeding from the size of funding provided by the Government. The document takes into account the risks and threats for the country's state security and defines the methodology of distribution of State Budget means and additional resources provided for converting the national army into professional armed forces.

The Program stipulates that the annual compulsory drafts of young people will be replaced with the employment of military professionals to serve on the basis of personal contracts. It determines also serious changes in the organization of the military service, in equipping the army with weaponry, military equipment and up-to-date combat know-how.

The need to switch over to having a professional army in Moldova was stated by governing Democratic Party leader Vlad Plahotniuc, the 'executive coordinator' of the ruling coalition in Moldova, at the press briefing held on March 20. In his words, within next 2 years Moldova will fully cease drafting young soldiers and will transit to a professional army.

Yet in 2017 the Democratic Party asked the Government to make an in-depth analysis of situation in the armed forces and to prepare a plan of actions for such an army reformatting.

As was already reported by Infotag, as of the beginning of 2017, there were about 4.4 thousand young soldiers on the compulsory military service in Moldova, including 3.3 thousand in the army and 1.1 thousand in the carbineer troops.
