GOVERNMENT DECLINES PRESIDENTIAL INITIATIVE ON CREATING FREE STATE LANGUAGE COURSES

The Government issued a negative conclusion on the initiative of President Igor Dodon to create free courses for studying the Moldova state language for the people, who want to get Moldovan citizenship.

The legislative initiative obliges the state to create courses for language learning in the central, northern and southern raions of the republic, as well as an online platform for remote learning.

Minister of Justice Victoria Iftodi said that the initiative cannot be supported because the document does not contain clear criteria of selecting people, who will be granted free opportunity of language studying.

She also pointed at the absence of the source for financing, while the absence of selection criteria makes the Government's work on calculating the estimated costs more difficult.

Presidential Advisor Maxim Lebedinschi said that the draft law implies a transition period that the Minister of Finance to be able to calculate the estimated costs and find a source of financing by January 1, 2019.

Deputy Premier for European Integration Iurie Leanca said that the bill contains certain discrimination, as the state will be teaching foreigners for free, when there are many Moldovan citizens in the country who does not speak the state language.

Earlier, the opposition criticized Moldovan authorities which adopted amendments to the legislation that imply the providing of Moldovan citizenship for foreigners who will invest money in the Moldovan economy. Among others, the opposition pointed at the fact that the citizenship will be provided without traditional state language test, exam on culture and Moldovan Constitution knowledge.
