MOLDOVA AND RUSSIA DISCUSSING DRAFT LAW ON SOCIAL SECURITY

Negotiations on the draft Moldovan-Russian Agreement on social security have started in Moscow.

According to the Moldovan Ministry of Health, Labor and Social Protection, the bill implies the providing of old-age and disability pensions, as well as the survivor’s pension and the funeral allowances.

The Moldovan delegation, headed by Ministry’s State Secretary Nelea Rusu, is made of representatives of the Ministry of Foreign Affairs and European Integration, the National Social Insurance Fund (CNAS) and the National Council for Establishing Disability and Incapacity of Work.

Deputy Minister of Labor and Social Protection of Russia Alexey Cherkasov confirmed the importance of negotiations on the new agreement on improving the social security of citizens of the two countries, who have the right to pension on the basis of the made work.

In her turn, Nelea Rusu expressed hope that the agreement will allow creating a new system of social guarantees for Moldovan migrants who are working in Russia.

The document is based on the principle of proportionality and export of social payments, on the basis of which the right on pension will be established by each state proportionately to the insurance contribution period, achieved at its own territory. It will replace the current intergovernmental agreement on the guarantees of citizens’ rights in pension insurance dated 1995.

Moldova has already signed agreements on social security on the basis of principle of proportionality and export of social payments with 14 countries.
