​CHISINAU AND TIRASPOL AGREE ON COOPERATION MECHANISM IN MOTOR INSURANCE

Prime Minister Chiril Gaburici and president of the unrecognized Transnistrian Moldovan republic (PMR) Yevgeny Shevchuk signed on Friday in Tiraspol a protocol decision on mechanism of cooperation between Moldovan and Transnistrian motor third party insurance agents.

As Infotag has already reported, the draft document was agreed and initialed during meetings of expert groups on transport and road infrastructure and political representatives of Moldova and PMR at the beginning of this week.

The document establishes the mechanism of mutual recognition of compulsory motor third party insurance policies, issued by the insurance entities of the two sides. Thus Moldovan car owners will be able to enter Transnistria with Moldovan policies and vice versa. In case the ensured event occurs, regardless of the territory it happened, payments will be carried out by insurance agency, which provided the policy to the very owner of the vehicle.

According to the protocol decision, expert groups will agree and adopt until May 10 the mechanism of interaction (including in information exchange) between insurance companies of Moldova and Transnistria.

Shevchuk has highly appreciated the agreement signing, saying that given the political will, the sides can promptly and efficiently develop decisions, beneficial for the population of Transnistria and Moldova.

“It is very important that the document to work without protracting. Transnistrian side is ready for substantive cooperation and expects that today’s meeting and the document signing will become a positive impetus, which will allow getting closer to a faster addressing of other problems, in particular in the field of communications”, he said.

According to the Tiraspol leader, removing of obstacles in external economic activity may become a shared priority in future, as well as joint building of relations towards an active international trade, considering and solving issues on Moldova’ criminal prosecuting of Transnistrian officials and entrepreneurs, as well as difficulties, faced by different categories of PMR citizens at crossing the Moldovan border.

Premier Gaburici said that such a prompt solving of the motor insurance issue should become an example in addressing a number of other problems.

“I am sure we will be able to find solutions, as there is a desire from the both sides to do this for people, who work, live, move from one bank of the Dniester River to the other”, he said.

Infotag’s dossier: The compulsory motor third party insurance system has not been yet introduced in Transnistria. It is planned to be done in 2016. At the same time, Shevchuk’s decree was providing the introduction since April 1 of motor insurance for owners of vehicles, registered in Moldova, who enter the region. For this, motorists should buy at customs stations an insurance policy, the minimal cost of which is US$5 per 15 days. Chisinau regarded Tiraspol’s actions as illegal and proposed to develop a mutually acceptable solution.
