​MOLDOVAN TAX SYSTEM REFORM IGNORES LAW ON GAGAUZIA’S SPECIAL STATUS - GPA

Leadership of the Gagauzia Popular Assembly (GPA) criticized the idea to reform the Moldova’s tax service, regarding this as violation of the Law on Special Legal Status of Gagauzia (Gagauz-Yeri).

An official address of new GPA Chairman Vladimir Kyssa to Speaker of the Moldovan Parliament Andrian Candu proposes the introduction of a moratorium on consideration and adoption in the final reading of the draft law On State Tax Service until finding a compromise.

“The tax system reform is taking place against the background of ignoring the Law on Special Legal Status of Gagauzia (Gagauz-Yeri), which stipulates that it is the autonomy’s Executive Committee which administrates the taxation. Tax administration department is a part of the GEC, while head of the department is appointed and dismissed by the GPA”, Kyssa said.

According to him, the absence in the draft of a detailed legal regulation of the department functioning may further lead to nonfunctionality of local laws in the field of taxation, which have not been harmonized with the Moldovan Tax Code.

The address says that four parliament deputies, which represent Gagauzia – Nicolai Dudoglo, Demian Karaseni, Feodor Gagauz and Cornel Dudnic – elaborated amendments to the draft, which imply the introduction of a special article, dedicated to the Gagauzia’s department on tax administration

As Infotag has already reported, the new draft implies preserving of the existing three territorial tax administration departments – North, South, Center, as well as the Chisinau main department of tax administration. The territorial administration South (Comrat) will include 9 raions and 222 employees.
