23 april, 2018

Due to the Moldovan Government's efforts, the problems of land using for Moldovan farmers in the territory of the Dniester River have been resolved for the next 20 years, announced the Moldovan Bureau for Reintegration on Monday.

According to the press release, this result was achieved within the negotiations with Tiraspol.

"Moldovan farmers will regain access to the lands in the Dubasari raion. The local administrations of villages of Cocieri, Cosnita, Dorotcaia, Molovata Noua, Pirita, as well as raion's economic agents were informed about this The access to the lands without any conditions will be ensured starting from August 1, 2018, while certificates on agricultural lands will be issued in the nearest time", the press release says.

As Infotag has already reported, the problem of arguable lands appeared in 1999, when Transnistria started to hinder farmers to cultivate the lands behind the Tiraspol-Rybnita road. They were obliged to pay taxes and fees for the exported harvest. As a result, many renounced the land cultivation. It is about 6.5 thousand ha of lands, which have 5.6 thousand owners from villages, who have corresponding documents, issued by Moldovan competent authorities.

The problem of agrarians' access to their lands is one of those Moldova is raising at all the platforms within the framework of the Transnistrian negotiations. At the November 25, 2017 meeting, Moldovan and Transnistrian political representatives signed a Protocol decision on some measures on regulating issues, connected with the using of agricultural lands.

For its fulfillment, the Transnistrian government adopted a decree, which implies that for cultivating the lands, physical persons from the villages of Cocieri, Cosnita, Dorotcaia, Molovata Noua, Pirita, Pohrebea, Vasilievca have to get a certificate in the raion administration on the basis of documents, which will be established by the Transnistrian ministries of agriculture and of foreign affairs.

The simplified registration of landowners and issuing of certificates is conducted for free within 30 days since the day of addressing and document submitting.

In accordance with the decree, the Moldovan authorities, who have lands in the territory of the Dubasari raion of Transnistria, can cultivate the land and export the harvest on the basis of a certificate.

However, many landowners complain that the situation has not been resolved so far.
