TRANSNISTRIA ACCUSES MOLDOVA OF UNDERMINING MECHANISM OF ISSUING NEUTRAL LICENSE PLATES

11 july, 2019

The number of applicants for getting neutral license plates in Transnistria has fallen manyfold due to the fact that Moldova is undermining the corresponding mechanism.

Foreign Minister of the unrecognized Transnistrian Moldovan republic (PMR) Vitaly Ignatiev said that Chisinau has discredited this mechanism, as he banned the traveling abroad for those, who have neutral plates on the vehicle, but have Transnistrian driving license.

He said this is a problem, regarding Chisinau’s actions as discrimination.

„Discrimination is a method that is completely unacceptable between the sides. Any restrictions are contrary to principles on which we are building the dialog”, he said.

PMR leadership proposes to issue neutral driving licenses or international licenses to Transnistrians, but according to them, Chisinau declines this initiative.

“A new impulse is necessary for resolving this problem, as well as the problems of politically motivated criminal cases against Transnistrians, the telecommunication issues. The visit of foreign diplomats [representatives of the 3+2 format] to PMR and Moldova on July 12 at the initiative of the PMR and Russia may serve as an impulse of this kind. Such a mechanism is necessary when there is a pause in negotiations, difficulties with decision implementation and there is a need of a closer foreign partners’ attention to what is happening and how the agreements are fulfilled. A wide ‘synchronization of watches’ is necessary here”, the Transnistrian negotiator stressed.

As Infotag has already reported, according to the protocol “On participation of vehicles from Transnistria, not engaged in commercial activity, in international road traffic”, signed by Chisinau and Tiraspol in April 2018, two vehicle registration offices (VRO) are functioning in Tiraspol and Rybnitsa. They are issuing neutral license plates for Transnistrians, which allow them participating in international road traffic.

Moldovan leadership maintains it is fulfilling the achieved agreements. However, Tiraspol demands to extend the mechanism for vehicles that belong to Transnistrian transportation companies, which is contrary to the protocol decision, just as the demand to issue neutral license plates to Transnistrian motorists.
