TRANSNISTRIAN MFA PUBLISHES “FULFILLMENT OF OBLIGATIONS” BY TIRASPOL AND “NON-FULFILLMENT” BY CHISINAU

“Realization of the Berlin+ Package and Other Pressing Issues of the Negotiation Process” is the name of the analytical material published by the Transnistrian ministry of foreign affairs on its official website. The publication bears a presentation character.

The 20-page report has been drawn up in a definitely unequal plane because it presents only Tiraspol’s fulfilled obligations and only the commitments not implemented by Chisinau.

For example, the opening of traffic on the Gura Bicului/Bicioc Bridge across the Dniester River, the signing of protocols on cooperation in meteorology and natural resources protection in the Dniester River basin are presented as commitments fulfilled only by Tiraspol; and ensuring of Transnistrian motor vehicles’ participation in the international road traffic or ensuring of the using of Transnistrian higher education diplomas in foreign countries is presented exclusively as Moldova’s failure to meet its commitments.

Concerning the latter issue, Tiraspol pointed out that Moldova denies access to the “super-legalization” procedure for the holders of “neutral” diplomas, which is necessary for continuation of education in other countries. Besides, the foreign ministry maintains that the Transnistrian university diplomas, apostyled in Moldova, would not be recognized in Ukraine.

Tiraspol also says that the Sides’ inter-bank interaction has not been ensured by Moldova, either.

“The National Bank of Moldova is consistently realizing its policy of restrictive measures with respect to international financial operations stemming from the Transnistrian banking system. Yet another problem requiring a settlement – the problem of converting the excessive amounts of the Moldovan leu currency that have accumulated in the Transnistrian banking system due to our positive balance of trade with Moldova. The Moldovan delegation refused to fix on the paper the need for resolving this problem during the 5+2 format meeting held recently in Bratislava”, wrote the Transnistrian ministry of foreign affairs.
