​CHISINAU AND TIRASPOL WORKING GROUPS CONSIDERED OPPORTUNITIES OF MOTOR TRANSPORT LIBERALIZATION

The working groups on the development of road transport and road infrastructure with the participation of specialized experts from both banks of the Dniester and representatives of mediators and observers in the 5 + 2 negotiation format held their first meeting in 2021 the day before.

As the press service of the Reintegration Bureau told Infotag, they discussed online the activities of vehicle registration points (VRP) in Tiraspol and Rybnitsa, barriers to the free movement of passenger vehicle operators operating routes through settlements in the Transnistrian region.

The representatives of Chisinau noted the need to streamline the activities of the VRP on the left bank of the Dniester in order to activate the registration of cars with license plates and certificates of neutral samples.

In response to Tiraspol's requests to allow travel abroad on the basis of a Transnistrian driver's license, the Moldovan side once again confirmed that in the light of the provisions of the Vienna Convention on Road Traffic of November 8, 1968 and national legislation, this requires documents from the RM. Moldova has simplified the procedures for the exchange of rights for Transnistrians. Over the past two years, about 9.2 thousand residents of the region received documents.

To intensify this process, Chisinau intends to conduct a "comprehensive information campaign for the residents of the region" in order to facilitate their participation in the international road traffic.

Representatives of Tiraspol expressed dissatisfaction with “the impossibility of registering vehicles older than 10 years in the VRP, as well as re-equipping vehicles with neutral license plates. They insist on admitting Transnistrian buses to registration with the VRP.
