MOLDOVA INVIGORATES STRUGGLE AGAINST CORRUPTION – ALLIANCE

Chisinau.   The number of reforms and undertakings aimed at combating corruption and its prevention by the Moldovan Government and local non-governmental organizations has considerably increased lately, maintain five NGOs – the members of the Anti-Corruption Alliance that are conducting a research called “Consolidation of the Moldovan civil society’s monitoring capacity”.  

Tuesday, the Alliance held in the Infotag news agency the presentation of the first in a series of 4 reports, and Alliance Secretary Mircea Esanu said the monitoring covered the Ministry of the Interior, the Customs Service, the Center for Combating Economic Crimes and Corruption (CCECC), courts, the Ministry of Health, and the National Tax Inspectorate.  

“We enjoyed a fairly free access to necessary information. The state institutions behave responsibly in the cause of corruption prevention and fighting”, Esanu said.   

Vasile Zubco of the Ex-Lege non-governmental organization, which was in charge of monitoring courts, pointed out, among revealed shortcomings, that integrated information system of distribution of dubious cases would not start working until now. And training for judges and other court employees, which must be held regularly, is still absent.     

“Only 4 courts have opened websites of their own, but the information provided there is too concise, superficial and incomplete. The Law on the organization of courts, which compels to publish judicial decisions on websites, would not be observed”, Zubco said.  

Iuliana Bostan of the Center for Corruption Analysis and Prevention said the CCECC has no special unit that would ensure the protection of participants in criminal litigations, and the protests that come through the CCECC hotline and containe complains against CCECC officers, are simply ignored.     

“In the course of the monitoring, we examined 9 cases initiated by the CCECC. Case participants eventually applied for justice to the European Court of Human Rights (ECHR), which implied that Center officers had abused their authority”, presumes Bostan.  

The report authors have established that many Government officials had been appointed to their current posts without whatever contests, which is a breach of the Law on state service. They voiced concern over the inefficiency of the hotlines of ministries and other state structures. 

The said five non-governmental organizations forming the Anti-Corruption Alliance are the Ex-Lege, the CReDO Center for Human Right Resources, the Pro Marshall center, the Transparency International Moldova, and the CAPC.
