RUSSIA WILL NOT CREATE OBSTACLES TO MOLDOVAN CARGO CARRIERS, WHICH HAVE NO VIOLATIONS
Chisinau. The Russian Ministry of Transport will not introduce any restrictions on international cargo transportations on Moldovan cargo carriers, who did not committed any violations on the basis of the ECMT (the European Commission of Ministers of Transport) permits.
Deputy Director of the National Motor Transport Agency (NMTA) Vladimir Perjan said at a news conference in Infotag on Thursday that the Agency have been already respectively reassured of this by the Russian side.
“On June 30 Russia informed of the unilateral ban on the entrance of vehicles of 20 Moldovan motor transport enterprises, which committed the most considerable number of violations on the basis of multilateral ECMT permissions in 2008”, he noted.
Perjan said that after the creation of the NMTA analytic group over 1.8 thousand violations were revealed.
Representatives of the International Motor Transport Association Vladimir Pendiurin said that the above violations included the use of false documents or the use of one and the same permit by several transport units.
“A lot of Moldovan TIR trucks loaded with fruits and vegetables, have been accumulated on the Russian border. The Russian side imposed a ban on them and they cannot enter the Russian territory. We were negotiating the granting of temporary permits for these trucks at least before June 30 with the Russian side, in order to delivers the cargo”, Pendiurin said.
Russia is a very important country for Moldovan cargo carriers, 34 thousand out of 88 thousand trips were made to Russia in 2008. About 45% of Moldovan cargo carriers make transportations to third countries through Russia. The most popular routes are as follows: Turkey-Russia, Bulgaria-Russia, Italy-Russia, Greece-Russia. About 4 thousand vehicles deal with cargo transportation in Moldova.
The list of entities, against which no restrictions are applied, is published on the NMTA site www.anta.md. The NMTA calls upon persons, interested in concluding agreements for transportations, to the agency, in order to check, whether the selected cargo carrier is able to deliver cargoes without any obstacles to and from Russia.
The ECMT permits give the right to make cargo transportations in 44 ECMT member countries. Moldova’s basic quota accounts for 128 permits. In 2009 the country received 1075 permits for its hauling stock, depending on ecological requirements, not lower than ЕВРО- 4.
