LAWYERS PLUGARU AND PETRACHE SUGGESTING FILAT TO PERFORM PRESIDENTIAL DUTIES

Anatol Plugaru [Moldova’s Minister of State Security in 1991-1992] and Mihai Petrache [ex-Chairman of the Centrist Union of Moldova] have stood up with an idea that presidential functions should be entrusted to incumbent Prime Minister Vlad Filat.   

To make the idea public, the two high-qualification lawyers convened a news conference in Infotag today, at which Plugaru stated that for the sake of overcoming the destructive political and constitutional crisis, “Mr. Ghimpu should ask himself a question that, may be, he is really too tired of performing the two supreme posts in the country, and, may be, he should really tender resignation as acting president. As a result, in full accordance with the Constitution, the presidential functions will then be performed by Prime Minister – until the Parliament elects a new head of state. I guess Mr. Filat will not mind. I know he is dreaming of the post”. 

Plugaru and Petrache share the opinion that an early parliamentary election would be extremely untimely in the conditions of the continuing socio-economic crisis, and that the constitutional reform initiated by Mihai Ghimpu “is a useless, irrational, unrealistic and unwise idea”.  

“The Constitution ought to be respected, but Mr. Ghimpu behaves like a gypsy: instead of washing his baby, he prefers to conceive a new one”, Plugaru smiled.    

In his words, he can’t see a worthy candidacy for president capable of winning a necessary number of votes, adding that “Filat and Lupu are already fighting for the supreme post, pretending to demonstrate their holy innocence”.  

Plugaru believes that secret voting may become a guarantee that president will be elected 2 months after Ghimpu’s resignation.

Petrache stands for preserving the electing of president by minimum three-fifths of parliamentarians [61] as it is envisaged in the Constitution, though politicians are presently criticizing this norm as the reason of president election failures in 2009.  

“I guess this is a good norm, for it guarantees that no groups whatever will influence on presidential candidate, and the elected president will be working in people’s interests”, Petrache remarked.  

Last week, the two gentlemen proposed another way out of the crisis:  to annul 2009 presidential election results and to organize a new election.
