IDOM DEMANDS PUNISHMENT FOR JUDGE POPOVICI
The Institute for Human Rights in Moldova (IDOM) is demanding that the Supreme Magistracy Chamber’s Disciplinary College must objectively consider the so-called ‘case of judge Dorin Popovici’ of the Sectorul Buiucani Court of Chisinau.
IDOM convened a news conference in Infotag today, during which the Institute’s Project Coordinator, Ion Guzun stood up with an official appeal to the SMC Disciplinary College demanding to examine to which extent the tackling of legal cases in police commissariats, so-to-speak “on one’s knee”, corresponds to the norms of law, and whether or not it is normal to write out 5 arrest warrants in a matter of 15 minutes.
“The Disciplinary College must check how come Popovici was the only judge of the Sectorul Buiucani Court who tried people in police commissariats, not at courthouses as did other judges”, Guzun said.
He called upon the College to investigate into the cases of Ludmila Radu and Ocsana Radu, who were tortured and then tried in police commissariats.
The lawyer also demanded to establish for sure if judge Popovici took into account the people’s presumption of innocence, and whether he was assisted by a court secretary or not.
“We do hope very much the Disciplinary College will examine the Popovici case carefully and objectively, as well as the cases of other judges who organized court mills at police commissariats and thus grossly violated the code of judge’s ethics”, Guzun said.
The appeal to the Supreme Magistracy Chamber’s Disciplinary College was signed by eight profiled non-governmental organizations, such as the Avocaţii Publici Associate Bureau, the National Roma Center, the Promo-Lex Association, the Center for Resources of Human-Right Non-Governmental Organizations (CReDO), the Amnesty International Moldova, and some other.
