PLUGARU, PETRACHE WARNING AGAINST DICTATORSHIP OF MINORITY
Lawyers Anatol Plugaru [Moldova’s Minister of State Security in 1991-1992] and Mihai Petrache [ex-Chairman of the Centrist Union of Moldova] presume that after the downfall of the Communist dictatorship in July 2009, Moldova seems to be entering a new trend – consolidation of the dictatorship of a minority. That’s how the two free-lance lawyers perceive the yesterday’s decision of the governing Alliance for European Integration leaders to organize a national referendum on adopting a new Constitution.
Plugaru stated at a news conference in Infotag today that the AEI’s decision represents “an absolute juridical nihilism unheard-of in Europe” because the decision was taken without even asking the opinion of the Communist Party, which is backed by nearly a half of Moldova citizens.
“So, the parties whose representation in parliament each constitutes 5-10% of the Moldovan electorate have preferred to disregard the opinion of the MCP – a force representing over 700 thousand voters”, said Plugaru.
He stressed he is not trying to defend anybody. Simply, he presumes it is anti-democratic and anti-popular to ignore the opinion of so many citizens. In addition, the AEI intention to organize a referendum within shorter than 6 months from passing a law on constitution amendment order runs contrary to the Constitution and the Electoral Code.
The former state security minister believes that the referendum will undermine the already weak State Budget and will only aggravate the ongoing society split.
Mihai Petrache said he’s got an impression that the AEI leaders, before deciding concerning the Main Law amending and referendum holding, might have shuffled through foreign main laws, but did not read the Moldovan Constitution.
The two reminded their previous proposals to the AEI leaders for overcoming the current crisis: it is absolutely necessary to annul the 2009 election results and to hold a new election, or to dismiss Mihai Ghimpu as an acting president.
“Otherwise, situation in the republic may become uncontrollable by next autumn, and then we may come to face a repetition of the April 2009 events. This time, however, I don’t think our cops will be so zealously defending the incumbent authorities”, said Anatol Plugaru.
Both himself and Petrache presume that a third political force, capable of pulling the country out of the crisis, is emerging here. They called the force conventionally as “a party of Republic of Moldova citizens”.
