CUSTOMS AGENT DISCOVERS SCHEME OF ILLEGAL MEAT IMPORTATION
Ex-employee of the Moldovan Customs Service Veaceslav Balacci showed a scheme of illegal meat importations which was discovered by him.
According to the scheme, resident of the free economic zone Tvardita – Carne-Sud company was buying of the offshore company Treston Consult LTD, registered in the Britain Virgin islands, a meat of Brazilian origin and was importing it via Iliciovsk port to Moldova. In Chisinau the company was treating it wit salt and pepper, in this way it was simulating meat production process, and was selling it as a domestic produce to other meat producing companies inside the country.
“We can understand the seriousness of this meat producing company of that its energy consumption was 511 lei per month”, said Balacci. “The company was selling meat products at half prices in comparison to other importers and producers, because the status of free economic zone released the Carne-Sud of customs duty payment”, said him, and added that company should pay customs duties and VAT to an amount of US$25 thousand for 20 imported tons. Another law infringement is that the company did not comply with the rule of 70% exported goods, produced in FEZ.
Balacci said the scheme was used for the first time in the beginning of 2010 and functions till now.
According to Balacci, a Center for Combating Economic Crimes and Corruption (CCECC) employee proposed him a bribe of US$1 thousand for each imported truck, but he refused it and rejected Carne-Sud’ customs declaration, after that he was dismissed from office for this refuse under a formal pretext. A court reestablished him in office, but the judicial decision was no executed.
Balacci said he addressed some letters to Prosecutor General’s Office, to the ministries of Justice, Economy, Finances, to the CCECC, but he had no persuasive response.
“I even wrote to the acting president Mihai Ghimpu, and his counselors told me to go to the court”, said him.
According to this scheme, the Prosecutor General’s Office, the Ministry of Economy, the Ministry of Internal Affairs, the CCECC and judges are involved in these illegal actions.
Balacci is going to protect his rights till a full reinstatement in office and called all journalists not to tie his statement to some political event, party or other developments.
