MOLDOVAN NGO SEEKS CANCELLATION OF CHISINAU AIRPORT CONCESSION
The Association for Preventing and Combating Economic Crimes and Corruption is going to file a lawsuit with the Constitutional Court (CC) and to demand the cancellation of the governmental decision on granting the Chisinau International Airport into concession.
Chairman of this association, Andrei Donica said at a news conference at Infotag, on Monday that this decision is based on an illegitimate governmental decree of June 19, 2012, on the creation of a private-public partnership for granting the Chisinau International Airport into concession. This decision was signed by former Prime Minister Vlad Filat, Deputy Premier, Minister of Economy Valeriu Lazar, as well as ex-Minister of Finance, Veaceslav Negruta.
“Indeed, there was no meeting of the Cabinet of Ministers on June 19. There were two meetings on June 13 and on June 21. Thus, this decision was not adopted by a majority vote of the Cabinet of Ministers. The concession of the Chisinau International Airport was decided by Vlad Filat, Valeriu Lazar and Veaceslav Negruta. With the help of ombudspersons, we will address to the CC, asking it to rule unconstitutional this decision. It has no legal power, as it was adopted on the basis of an unconstitutional decision,” Donica said.
He also said that he has a copy of a financing agreement for the modernization of Chisinau International Airport, signed in December 2008 by its former director Roman Podcoritov, former Deputy Prime Minister Igor Dodon, as well as representatives of the European Bank for Reconstruction and Development (EBRD) and European Investment Bank (EIB).
“This financing agreement has not been cancelled yet, which means that it is still in force. We couldn’t find the appendixes to this agreement, which carry information on the sums provided by the EBRD and the EIB for the modernization of the Chisinau International Airport. Yet, since the agreement has been signed, it means that the money has been allotted and that Moldova is paying the interest rates of this loan, although the proceeds have not reached the final destination. The money disappeared or was misappropriated by somebody,” he said.
Asked by your Infotag correspondent who could have got the money, Donica said that both under the leadership of the Communist Party, as well as under the present democratic governance, Vlad Plahotniuc (First Deputy Chairperson of the Democratic Party) has had a strong influence in the country.
According to Andrei Donica, both Vlad Plahotniuc and the Chairman of the Liberal Democratic Party Vlad Filat were standing behind this lawlessness at the Chisinau International Airport.
The leader of this association stressed that he will file an inquiry with the Prosecutor General’s Office, asking it to investigate into the legal infringements committed in this deal.
“The civil society will not permit them to grab the state property. We will prove that the Chisinau International Airport can be returned into the state ownership,” said Andrei Donica.
Infotag’s dossier: Under a governmental decision of September 4, 2013, the Chisinau International Airport has been granted into 49-year concession to a Russian investor – the Avia Invest Company, which is part of the Komaks holding, from Khabarovsk. The company committed to modernize the airport, by investing 244.2 million euros to this end.

At about the age 10 I made a ceramic sugar and cream bowl and had always wanted to try again. After working with Polymer Clay for several yrs, and not getting the same tactile feeling I bought 25 lb of earthenware at a local supplier, cut off a chunk and slammed my fist into it's center and haven't stopped. Along with reading everything I could online. That is why these blogs can be a lifeline to learning. About 1.5 yrs ago my husband bought a very old used kiln (as old kilns go it could never fully reach it's correct temp), eventually I bought a small Paragon 3 brick kiln. I keep praying that one day the kiln fairy delivers a kiln large enough to bathe in. That would be awesome. Where I live there aren't many places to learn and classes can get expensive.I have really enjoyed your blog and vwiieng everything you have created. I have RSD in my hand and am unable to throw but I can work with slabs, thank goodness for slab rollers! Keep writing and creating, your work is inspirational.
