EXPERTS REGARD FEDERALIZATION AS A MEANS TO SAVE MOLDOVA AS A STATE

Federalization is the only means for Moldova to avoid a breakup and disappearance as an independent state. Such opinion was expressed at a news conference at Infotag today by many participants in the international conference “A Federative State:  International Experience and Moldova’s Perspectives” that has just ended in Chisinau.     

Bulgarian expert Nina Diulgerova believes that federalization as a form of coexistence of Moldova, Transnistria and Gagauzia is able to retain them within one common state.   

“We think that the Moldovan society should derive practical conclusions from our theoretical researches. Only a federative state can save Moldova, which is a split country”, said the Varna University professor.      

Johan Beckman, a human right activist from Finland, said that Moldova is suffering a strong-most geopolitical pressing due to events in Ukraine.      

“The world changed at the end of past February, when an anti-constitutional junta came to power in Kiev. The soon-to-be signing by Moldova of the Association Agreement with the European Union will not at all promote an appeasement between Moldova, Transnistria and Gagauzia. It is necessary to learn how to reach accords, and the personalities of politicians should play an important role in this. The plan of the country’s unification in the form of a federation, being proposed by the Party of Socialists, is an idea that can save the country”, said Dr. Beckman of Helsinki University.        

Serge Sarkissyan of Armenia thinks that there exist no protracted conflicts as such.   

“You should be happy that upon completion of the Transnistrian armed conflict, you don’t look at each other through the sight of a Kalashnikov submachine gun. You can easily go to Transnistria, and Transnistrians can come to Moldova – and such situation ought to be preserved! This is a value to be carefully protected… The federative idea has demonstrated its value as a form of country governance in genuine-democracy countries such as the United States and Switzerland”, said the Armenian expert.       

The Deputy Chairman of the Russian Institute for Strategic Researches (RISI), Dr. Vasily Kashirin, said that the idea of the federalization of Moldova is perceived with understanding in Russia.     

“This is not a new idea. However, a majority of the Moldovan political class currently in power are reluctant to agree to such formula of restructuring Moldova. But, at the same time, many people in Moldova see that the Transnistrian conflict settlement process has not advanced even for an inch over last 22 years. The Kremlin thinks that a unitary Moldova will not be ever reintegrated. This means that the conflicting sides should move towards creating a common state step by step”, said Vasily Kashirin.
