MUNICIPAL COUNCILOR OLEG CERNEI REGARDS EXAGGERATED WATER INVOICES AS PROVOCATION Liberal Party municipal councilor Oleg Cernei regards as provocation the situation, when Chisinau citizens received exaggerated payment bills for water.

 

He said at the Tuesday press conference at Infotag that “the law has been adopted in late December 2013 and entered into force on September 15, 2014 – on the eve of parliamentary elections so that people could not understand anything in the election turmoil”.

 

According to him, the National Energy Regulatory Agency of Moldova (ANRE) “should have established a special tariff and identified a formula of calculation, but nothing of these has been done until the law entered into force”.

 

Parliamentary candidate mentioned that “the law provides only the accrual of difference for the drinking water, but not for the service water, which should be specified separately, in other invoices”.

 

“The Infocom municipal enterprise has violated the law from the very beginning, because bills on water should be issued by the provider that is by the municipal enterprise Apa-Canal, thus consumers would not have had to pay 1.2 thousand lei for a bill and for banking services, because the provider would have assumed these costs. Namely due to numerous complaints of consumers, Chisinau primaria [local executive authority] decided that Infocom to carry out recalculations”, said Cernei.

 

According to him, “consumers should not pay for bills until recalculation is done and law violations stop. Also, the prosecutors’ office should start investigating violations and punish those guilty, while the authorities should cancel the 2013 law on water”.

 

“The Parliament will not meet any more until elections, but the Constitutional Court can urgently consider the law and take decision”, said Cernei.
