AUTONOMY SHOULD BE ONE OF PARLIAMENT AND GOVERNMENT PRIORITIES

The public administration reform, decentralization, strengthening of the local autonomy and regional development should be included in the list of Parliament and Government’s priorities, said Executive Director of the Congress of Local Authorities from Moldova (CALM)  Viorel Furdui at the Monday’s news conference at Infotag.

According to him, Moldova’s 25-year experience has clearly demonstrated that the existing system of public administration has become out-of-date, is inefficient and does not meet the dictates of the time.

“Lack of a sustainable dialog between central and local authorities remains to be a major problem and one of reasons why the center is inefficient in implementing reforms in raions”, Furdui said.

He said that all the authorities committed mistakes, refusing the decentralization, strengthening of local autonomy or its reforming.

“Most of reforms are blocked or have just a declarative character, without a practical basis. We should not expect reforms in economy, justice, combating corruption, education. In conditions of current political system, they will remain just on paper”, Furdui said.

According to him, a Ministry of Public Administration and Regional Development is necessary to be created in Moldova.

“Head of this ministry should have the rank of Deputy Premier, in order to have the opportunity to conduct decentralization and all the necessary reforms”, Furdui said.

He also added that firstly, for improving the activities of local authorities, the Parliament has to adopt in the final reading drafts on allowing the access of local administrative heads to the Constitutional court, on their right to change the lands’ purpose, to levy fines.
