 ORGANIC LAW ON CONSUMER RIGHTS PROTECTION IS NOT RESPECTED IN MOLDOVA – HUMAN RIGHTS ACTIVIST PIOTR GUTUL Chairman of the Republican Public Organization “Consumers’ Protection” Piotr Gutul believes that the organic law on consumer rights protection is not respected in Moldova.

 

He said at the news conference that the consumer must conclude a contract directly with the supplier and not with the facilitator.

 

“Moldova has adopted the organic law on consumer rights protection and the government, the parliament, the judiciary, prosecutors and other authorities refuse to comply with it. There is a suggestion to conclude services directly with the consumers, without overcharging. Last year, the National Agency for Energy Regulation (ANRE) has increased the price for gas and electricity, which is contrary to article 16 of the organic law, which states that under the contract no one has the right to increase the price for services without consumers’ consent”, he said.

 

According to him, the service provider is obliged to conclude the contract with the consumer, to install metering devices and has no right to ascribe anything to the meter reading.

 

“We prepare documents on the criminal case for annotation utilities. The Apa-Canal municipal water company staff illegally entered the apartment of a Chisinau resident and blocked water, not having any reason and court decision, which has disrupted the Constitution of the Republic of Moldova and the organic law on the consumer rights protection”, said the activist.

 

Gutul noted that consumers are often dissatisfied with the service providers, but do not know whom to contact, how to make statements and much more, the organization “Consumers’ Protection” can help and if anyone encounters problems they can appeal to them.

 

“We need to ensure that the law on consumer rights protection has returned to its variant in the first reading, which introduces officials’ responsibility for law violation. Every person is a consumer, and every day we are confronted with violations of product quality, services, timing, etc. All consumers need to know that there are organizations that can protect their rights”, said a consumer Nicolai Milev.
