LACK OF SPECIALISTS IS DUE TO IMPROPER FINANCE DISTRIBUTION The inconsistent distribution of finances by state institutions is the main reason of lack of qualified specialists, says the research, conducted by the Independent Analytical Center Expert-Grup on the basis of Accounts Chamber (AC) reports on 2Q2015.

 

Center specialist Tatiana Savva said at the Tuesday’s news conference at Infotag that five AC reports in the field of border security, information technologies, automated information system “Social Assistance”, National Bank of Moldova (NBM) expenditures on recreation centers and reforms in education have been analyzed.

 

According to the research results, out of all projects, implemented by state institution with financial support of foreign investors, only the project in the field of border security has been implemented by 99%, while the rest – on average by 80%. Only 20% of agencies agreed with and fulfilled the Accounts Chamber recommendations.

 

According to the expert, the agencies agree that the main reason of partial fulfillment of projects is low salary to their employees. Despite the fact that about 300 people have been trained over the last 2 years, about 90% of them went in the private sector of economy.

 

“As a result, the social system cannot be ideal and it is impossible to fulfill projects by 100%”, Savva said, recommending the Accounts Chamber to monitor the fulfillment of her recommendations by agencies. The expert also recommended state institutions to invest more in the contents of informational system, as on this other systems depend, as well as the work of qualified specialists in state institutions.
