PIRACY LEVEL FALLS BY ONE-HALF ON MOLDOVAN TELEVISION OVER FIVE YEARS The level of piracy on Moldovan TV channels dropped from 85% to 40-45% over last five years. These are the data of Apollo - the Association for the Development of Culture and Protection of Copyright and Related Rights.

 

Its Chairman Vasile Nastase said at the press conference at the Infotag Agency that "the association has been monitoring the situation on television for the broadcast of foreign films since 2010”.

 

According to him, "Within the framework of the project funded by the US Embassy in Moldova, 11 television channels were monitored from May 2015 to May 2016. As a result it became clear that the piracy rate decreased by 5% as they began to show less pirated movies on television.

 

He noted, "Generally, broadcasting of films from Latin America or Russia has been continuing. We repeatedly appealed to the Russian government about the TV piracy, but received no reply. Their policies tell volumes. They do not care what movies are broadcast in Moldova, most importantly, that there is the broadcast. It is their national interest”.

 

“It is not always possible to examine the television contracts to broadcast the film. The reason is the owners’ reluctance to show the contract, since according to them there is some commercial information", said Nastase.

 

According to him, "there is a need to adopt a new Broadcasting Code in Moldova, since many provisions of the existing one have become obsolete”.

 

“40-50% of local products should be demonstrated at the Moldovan TV channels, and now 65-70% is the relay films from Ukraine and Russia. It is also necessary to reduce the number of members of the Coordinating Council of Television and Radio and the method of the chairperson appointment who should be elected by the people, not the president, and then he or she should be under the control of the people. The company that will assess the activities of the channels should also be chosen on the competitive basis”, says the chairman of the association.

 

Nastase said that "to solve problems in the area of the media, it is necessary to solve the problem of monopoly, to adopt a new Broadcasting Code, as well as to amend the activities of the Coordination Council on Television and Broadcasting and AGEPI. Only then will TV channels work according to the law in Moldova.
