EXPERT-GROUP IDENTIFIES NUMEROUS VIOLATIONS IN TENDER ORGANIZATION AND ROAD CONSTRUCTION IN HUMULESTI Iurii Morcotilo, an economic expert said at press conference that the independent analytical center Expert-group has identified numerous violations in tender organization and road construction to the village of Humulesti.

 

According to him, experts pointed out that the process of selecting roads to be repaired in Chisinau, is not transparent, also the priority of roads that need repair first of all are not argued as well.

 

“It is unclear why authorities in condition of shortage of funds decided to build a road to the village of Humulesti, where about 200 people live; while in the capital there are many roads in need of repair and tens of thousands of people daily travel on these roads”, said Morcotilo.

 

He noted that the tender also raises many suspicions, as no procurement plan was published, and the contract amount was identified in 6.7 million lei three times lower than that of public procurement plan - 23.9 million lei. Out of three candidates – Lincons, Edilitate and Utiltrans Construct – two were disqualified and the remaining Utiltrans Construct won the tender, despite the fact that it offered the highest price for the work and had not submitted the necessary documents.

 

“Another interesting fact is that the amount of the winner’s commercial offer miraculously coincided with the scheduled for public procurement. From a statistical point of view, such a coincidence is unlikely. Many questions appeared when we found out that one of the company’s founders had previously been involved in suspicious transactions”, said Morcotilo.

 

According to him, later the cost of the work increased to 29.3 million lei, and deadlines – from nine months to 2.5 years. It is planned to finish the work by the end of 2016.

 

Expert Andrei Ababi noted that the work on the road is carried out with technical violations.

 

Expert-group created a website where all drivers will be able to write about the Chisinau roads, on emerging issues, as well as about the repair quality.

 

The monitoring was conducted in the framework of the project funded by the Policy Association for an Open Society (PASOS) Czech Republic. In the nearest future the Expert-Grup center will regularly publish the monitoring results of construction and repair of roads in Chisinau, including on the streets Stefan cel Mare, Alecu Russo and Negruzzi Boulevard.
