 LEX SCRIPTA BELIEVES IT IS PREMATURE TO INTRODUCE ONE-MANDATE ELECTORAL SYSTEM IN MOLDOVA The Institute of Legislative Creativity Lex Scripta believes that the most optimum variant for Moldova would be the mixed system of elections and a representative parliament. As for the one-mandate voting system, it is too premature for Moldova to introduce it.

 

Institute president Mihai Corj said at a news conference at Infotag today that the one-mandate voting system is good as such, but now it is not quite a suitable time for it here.

 

“With an account of the recent theft of a billion euros from the Moldovan banking system and of the problems arising with agriculture subsidizing, the introduction of the new electoral system will bring nothing good. We should rather study the deplorable experience of our neighbor Romania and should learn from other countries’ mistakes than from our own ones”, said Mihai Corj.

 

According to him, Lex Scripta proposed to the Parliament yet in 2011 to consider and discuss a mixed electoral system and to reduce the number of deputies in the Parliament to 71 from the current 101.

 

“We believe it is also necessary to reduce the electoral barrier for parties and independent candidates and to revise the rules of opening polling stations and the number of ballot-papers supplied for each such station in foreign countries and for the residents of Transnistria. Upon the introduction of the mixed electoral system, the Moldovan diaspora in foreign countries will receive the possibility to nominate their candidates for participation in elections and their rights will be represented in the Parliament on equal terms with the rest of the citizens of Moldova”, said Mihai Corj.

 

He spoke out for organizing a thorough discussion of initiatives on both the one-mandate system and the mixed electoral system, and said “We are ready to take part in the discussions and to propose our amendments to the Moldovan Election Code – with a serious argumentation of their necessity”.
