25.07.05 FOUR NGOs PROTESTING AGAINST CEC’S DECISION

Chisinau, July 25 (Infotag). Four Moldovan non-governmental organizations – Adjuta-Cives, Demnitate and International Human Rights Association, and the CIS-EMO international organization – have voiced a resolute protest against the Central Electoral Commission’s decision to deny registration to the organizations’ observers who sought to work at the July 24 elections.

The 4 organizations convened a news conference in Infotag today, and reminded that last Friday the Central Electoral Commission had refused to register almost 600 observers on grounds that the 4 organizations had failed to provide credible proofs of the observers’ sound professional level.

Demnitate Chairman Vitalie Cazanir believes this was a purely formal reason, if not a commonplace pretext, and the CEC simply exceeded authority by denying the observers’ registration. He said the Commission refused to even listen that the Demnitate observers had earlier monitored various elections as representatives of various electoral rivals.

Immediately after the CEC’s decision last Friday, Demnitate challenged it with the Appeals Chamber. The Chamber met the organization’s claim, but already the following morning, on Saturday, the Supreme Court of Justice annulled the Chamber’s decision on the Central Electoral Commission’s request.

On the same day, the Appeals chamber declined the claim, lodged by Adjuta-Cives organization which also challenged the Commission’s denial.

Adjuta-Cives Chairman Andrei Lucian said his organization jointly with CIS-EMO made an unofficial check of observers representing election candidates and non-governmental organizations and came to a conclusion that the Communist authorities accredited only “convenient observers”.

“With that decision, the Central Electoral Commission has created a very dangerous precedent, and at subsequent elections only those observers will be accredited who do not present a threat to those forces which are going to rig elections”, he said.
